Feb 02, 2018 · I have seen many times, that Windows Update is checking for updates forever (stuck) without finding updates, even in fresh Windows 8, 7 or Vista installations. Thankfully, Microsoft has released a security update to resolve the " Installing and searching for updates is slow and CPU utilization is high " issue. When doing the Windows 7 SP1 update the computer freezes at 15% on the reboot action. I left it in this state for over 24 hours and it was still at 15%. I powered the system down manually and restarted and it counted to 15% and hung again. On hard reboot it blue screened after windows logo. I went into safe mode and it backed out the SP1 upgrade.
